Trying to start a CDR pair and it keeps failing. I am notincing that in teh Windows Application log I am seeing this error at the same time the CDR stops
"The VSS service is shutting down due to idle timeout."
Is there any way to increase the timeout?

Were you able to get a solution on this one? Which VSS Providor are you currently using.
Could you post the exact application even log output here as well.
CDR will use the MS VSS Provider. Please review the following MS TechNet llink as it will show you how to increase the timeout
