Can you recall stubbed e-mail from the secondary copy if the primary copy is down?

You can if you have an option selected.

Go to Control Panel --> Browse/Search/Recovery

Make sure the checkbox for "Automatically switch copy to read data from any copy" is selected. it is selected by default for new 10.0 installs, but prior versions did not have it enabled by default.

Will that work in Outlook?  When I turned off the CommVault Services on my primary media agent I wasn't able to recall stubbed e-mail even though that checkbox is checked.

was the option always selected or did you just select it ? If a pipeline was already running without the option selected, you may need to restart services on the proxy client to reset the option, then kick off a new recall from Outlook.

It was always selected as we started with 10 SP 4.  I've rebooted the proxy and the media agent.  I'll try it again though.

I restarted the CommServe services, the media agent doing the archive level backups, and the media agent the data is stored on.  It never worked.
