Web Console Report

    Is there a web console report that can get granular level for databases that are being backed up and can show when a database is added and deleted on any sql instance i have running in my environment

    This might not be exactly what you are looking for, but you can review the available reports that could be generated via the Documentation (http://documentation.commvault.com/commvault/v11/article?p=37925.htm)

    It will be a good starting place, but in terms of granular overview of Databse Backup, you might need to use the Backup Job Summary Report (http://documentation.commvault.com/commvault/v11/article?p=38065.htm), then create a schedule which will save the Client/Subclient selection (for the specific Database your backing up), so you can refer and trigger on a regualr basis to confirm Backup sucess/failure. 

    For other aspect of reporting, you can use Client Detail reporting (http://documentation.commvault.com/commvault/v11/article?p=38180.htm), to have even more granular review of each fo the client/subclient. 

    The above are a few reports that could be helpful to acheiving the level of details that you want.

    Job Summery (Commcell Console) with following option selected will give you the list of all the Databases.

    no, i dont see that option available in webconsole.  unless there is some other specialized report for DBs only.
